Recent State Action on Teacher Effectiveness: What's in State Laws and Regulations?

This August 2012 report from Bellwether Education Partners reviews changes in laws that address teacher effectiveness in selected states across the country. The report includes how charter schools are impacted by changes, such as mandates for annual evaluations that are based in part on student learning and the linking of results to personnel decisions such as dismissal. The laws are rated on 13 criteria, such as whether all teachers are evaluated annually and whether parents and the public receive clear information about effectiveness.

The Effect of School Choice on Intrinsic Motivation and Academic Outcomes

This August 2012 working paper from the National Bureau of Economic Research examines data from a low-income urban school district to see how exercising school choice affects student outcomes. The report suggests that “lottery winners have significantly lower truancies after they learn about lottery outcomes but before they enroll in their new schools” and that there are “substantial test score gains” from attending a high-achieving charter school and “some evidence that choosing and attending a high value-added magnet school improves test scores.”

Twice Considered: Charter Schools and Student Achievement in Utah

This report from the National Center for the Study of Privatization in Education examines student achievement and demographics in charter schools in Utah and compares traditional public schools. The report suggest that the performance of charter schools is held back by the “low effectiveness and high student mobility of newly-established charter schools,” but “when charter schools gain more experience they become as effective as traditional public schools, and in some cases more effective than traditional public schools.”
