An Act to Create a Public Charter School Program in Maine

This is a copy of the June 2011 state law to create a public charter school program in Maine. It outlines what constitutes a charter school, governance and ethics standards, who will serve as authorizers, evaluation requirements, funding plans and school payment schedules, teacher qualifications and provisions regarding collective bargaining, facilities access, and inclusion in athletics programs, among other key issues. The Maine Department of Education will develop plans to implement the law.

States should expand charter school autonomy by waiving most rules that apply to regular public schools, while authorizers should "think twice" before imposing broad policies and schools should "negotiate aggressively" on issues of freedom.

The study assesses the extent to which state law and authorizers impact charter school autonomy, finding that, on average, states earn a B- for the freedom conferred on their charter schools.
